Register Page gives "your not authorized to view this page"

I saw someone else have this problem as well, but I thought I would just create a new ticket.

I am creating a site from a fresh start. I just downloaded community builder and most of the addons and extensions for activity, groupive etc. I have not changed any permisions. The register page shows that I am not authorized to view it. The menu item is set to public, register is allowed in CB config.

The login module also doesn't show a register link. Like I said, I just downloaded all this functionality out of the box, am I missing a part of configuration?

Within CB > Configuration > Registration set "Allow User Registration" to "Yes, Independent of CMS "allow registration"". This defaults to "Same as CMS "allow registration"" and if Joomla registration is turned off then basically registration has been turned off entirely.
